Washington's District of Columbia has a member in the House of Representatives but she can't vote on the house floor, only on committees, and they still have to pay federal taxes, unlike Puerto Rico & Guam - SO.... D.C.s new license plates are coming out with "Taxation without Representation" instead of the old "Celebrate and Discover" - think this will get them the attention they've been wanting?
